Oliver is a senior consultant with over 15 years’ experience driving strategy and transformation across government, national security, and commercial sectors. He blends a customer-focused mindset with deep expertise in technology and data, fuelled by a passion for emerging innovations.

His work spans innovation processes and culture, law enforcement, defence, space, and other critical domains shaping government priorities. Oliver excels at collaborating with stakeholders and subject matter experts to identify and shape opportunities grounded in both present realities and future operating environments—ensuring solutions are bold, impactful, and achievable.

Chloe Wolff, Founding Partner and Government Innovation Fellow

Chloe has extensive experience in guiding teams to deliver strategy and innovation across the public sector, leveraging fore sighting, horizon scanning and innovation methods from the private sector to deliver rapid mission-focused results. She was previously invited to be an HMG Innovation Fellow, sponsored by the Cabinet Office.

She provides oversight over the majority of intandem.gov projects and has worked with organisations such as UK Space Agency, Home Office, DESNZ, the Cabinet Office, Department for Education, Ministry of Justice, the National Security Community and Law Enforcement to deliver step-change innovation.

Daniel Mueller, Founding Partner and Government Innovation Fellow

Daniel Mueller is a co-founding partner and pioneer of intandem.gov, leading transformative approaches to public sector strategy, innovation, and technology. With more than two decades of experience, he advises senior government leaders on how to harness innovation to deliver lasting public impact.

He was invited by Her Majesty’s Government to serve as an Innovation Fellow, helping to connect the UK’s private sector innovation economy with government to address complex national challenges. His clients have included the Prime Minister’s Delivery Unit, Department for Education, Foreign & Commonwealth Office, Home Office, and the National Security Community and Law Enforcement.
